Do you want to belong to the elite? Or do you sometimes feel that, in a way, you belong to the elite? Without its political meaning, the elite simply refer to a group that possesses superior qualities than the rest. It is the â€Å"cream of the crop†. In one way or another, some of us may have already experienced belonging to the elite, such as when we became part of an important club in school or belonged to the top of the class. In the book Concept and Issues in Comparative Politics, Frank Wilson explained that when applied to politics, the term elite acquires a negative connotation to mean a â€Å"small group who conspire to monopolize power and use it for their benefit†. However, without this political meaning, term elite refers to those who are active in political processes. Thus, Wilson stresses that not only the politicians belong to the elite, but also the opinion leaders and influence wielders and the senior civil servants. While politicians seek and hold elective or appointed government positions, influential figures participate in the process by shaping the ideas and preferences of others. This makes the media and business group as parts of the political elite. Bureaucrats or senior civil servants are also one of the components of the elite because they are involved in the policy- and decision-making processes in the government. Can a person enter the circle of the elite by moving his or her way up in the bureaucracy? Yes, if the person’s career achievements merit him or her to be recruited into the elite. Basically Wilson suggests two ways of recruitment to the elite: by achievement and by ascription. Recruitment by achievement does not only refer to technical skills, but also pertains to interpersonal, leadership or money-making skills. This is in stark contrast with the ascriptive mode of recruitment wherein a person automatically becomes a member of the elite because he or she was â€Å"born with silver spoon in the mouth,† so to speak. Also, Wilson points out that recruitment by achievement is characteristic of developed political systems, while recruitment by ascription is more common in traditional societies. However, it is not uncommon to find elites by birth who also developed the necessary skills to lead by achievement. For example, George W. Bush did not become the US President simply because he is the son of George H. W. Bush; but his first-hand observation of his father’s former job, the Bush’s network of influence, and the name recall surely helped in his campaign. Wilson also classifies elites into open and closed elites. The US is considered as one of the most open political recruitment processes because of the system of primary elections. One does not have to be a dedicated party worker to get nominated and eventually elected. According to Wilson, it also explains why movie stars could become elected officials, as well. Most democratic societies have open elites hence outsiders have multiple opportunities to enter the elite circle; but there are also democratic societies which require aspiring politicians to serve apprenticeships in local or party politics. Spreadsheet Models - Essay Example The concept of an electronic spreadsheet was first outlined in the 1961 paper "Budgeting Models and System Simulation" by Richard Mattessich. A spreadsheet program is planned to carry out general computation tasks using spatial relationships rather than time as the primary organizing principle. Many programs designed to perform general computation use timing, the ordering of computational steps, as their primary way to organize a program. A well defined entry point is used to determine the first instructions, and all other instructions must be reachable from that point. In a spreadsheet, however, a set of cells is defined with a spatial relation to one another. It is often convenient to think of a spreadsheet as a mathematical graph, where the nodes are spreadsheet cells, and the edges are references to other cells specified in formulas. This is often called the dependency graph of the spreadsheet. References between cells can take advantage of spatial concepts such as relative position and absolute position, as well as named locations, to make the spreadsheet formulas easier to understand and manage. Spreadsheets usually attempt to automatically update cells when the cells on which they depend have been changed. The earliest spreadsheets used simple tactics like evaluating cells in a particular order, but modern spreadsheets compute a minimal re-calculation order from the dependency graph. Later spreadsheets also include a limited ability to propagate values in reverse, altering source values so that a particular answer is reached in a certain cell. Since spreadsheet cells formulas are not generally invertible, though, this technique is of somewhat limited value. Many of the concepts common to sequential programming models have analogues in the spreadsheet world. For example, the sequential model of the indexed loop is usually represented as a table of cells, with similar formulas. Small businesses depend more on them due to the basic fact that they do not have enough resources to install and maintain a heavy infrastructure for an ERP system. This is also one of the reasons that large scale organizations do not reply heavily upon spreadsheet models for perfect decision making. However, these large scale business organizations do use some of the interim formats and their procedures are taken care of using a spreadsheet model. Review of Literature In 2003, Hasselthorn et al. (as cited by Hensel, 2009, p.42-43) performed an experiment among 33,491 nurses from across 10 European Countries and studied their views of health and work ability using the Work Ability Index (WAI). Highly stressed and burned out individuals showed lower WAI scores while nurses with good health are the ones with higher WA I scores. He and his colleagues observed that from all the nurses who participated in the study, there was twice the probability of nurses leaving their profession if they had low WAI scores than those with higher WAI scores. The nurses’ perception of their health also affects their perception of how well they are able to do their job. Health affects competence and this is one of the biggest reasons why nurses quit their jobs regardless of gender or age. If the health of nurses is on a decline, then the population of practicing nurses will continue to decline and the shortage for nurses will continue placing much stress and burden to those nurses who chose to remain in service. Without nurses, hospitals (may it be private or state owned and run) will cease... This essay stresses that the data will be collected and tabulated from the survey questionnaires and will be analyzed for trends and patterns for the nurse’s perspective and the patient’s perspective. This data will be compared to the data gathered in different sources and the trends will also be compared. Depending on the constraints identified by the nurses on why they can’t pursue a healthy lifestyle, recommendations will be given and a healthy lifestyle program will be designed to cater to the nurses’ needs. Many of the diseases common nowadays can be prevented or eased by lifestyle choices, and nurses have the vantage point in influencing their patients to make to make healthy choices This report makes a conclusion that the administration of the hospital will also be given a copy of the results of this paper. If given the chance, the implication of the results of the survey will be reported to them and the necessary actions that they will have to undertake will also be suggested so as to help them get their nurses to fulfill their duties better. The administrators of the hospital will actually benefit from this study the most because with a few adjustments in their policies and also with the support that they will be giving to help nurses life healthier, then they will reap the rewards of having a nursing staff with less sick days and more patients will come to their hospitals because their nurses don’t only give prescribed medicine or monitor their vitals, but they are concerned about the health and wellbeing of the patients even outside the hospital. This type of care will boost profits for the hospital, and the administrators have the power and capabilit y to make all of these possible just by being sensitive to the health needs of their nurses.

The aim of the act is to make sure that services work together a lot better and more efficiently than previously. Children’s should be listened to and their opinions valued. This will show them we do value them and we want to  listen and reach out to them. In contrast if a child is listened to and feels understood they are more likely to be happy and confident. We can also find out if the child has understood a lesson or what you have said by using questions and listening carefully e.g. after a story you might ask a question to see if they have understood. The children’s opinions should be valued so that they are encouraged to express themselves and have got a sense of individuality. It will also help them to build confidence and trusting people and also encourage their communication skills. Children will come from a variety of different cultural backgrounds and have been brought up by parents with many and varied opinions on everything from religion/non religion to food, clothing and what are deemed to be acceptable behaviour. We need to be aware of all these influences and respect the diversity of our society in a non judgemental way . By doing so children will feel that we comfortable in their thoughts and feelings to you without fear of being misunderstood. Children who have disabilities should be given the opportunity to express themselves in a way that they are comfortable or able to. A child who does not have speech may make different noises which can be interpreted as happy or sad. This form of communication should be valued and we should respond to it as we would to a child who has speech. A child who has physical disabilities should be given choices about how they complete tasks and their opinions respected. It is important that practitioners understand the limits and boundaries of their job roles when they work with children. This is to get the best outcomes and the best quality of care for the child. There are 4 main areas that which are â€Å"Particularly important when thinking about your role, boundaries and limits are; †¢Health and safety †¢Managing children’s behaviour †¢Child Protection †¢Confidentially† You should always follow the legislations (children’s act 1989 and children’s act 2004) and read them often to refresh your mind as they often change and then you are always aware of what your limits and boundaries are. It is very important to follow the policies and procedures set out at your place of  work, so that everybody is working in a consistent way. By following procedures everybody knows who is responsible for each task and important jobs do not get missed. Also this is a way of making things clear to everybody and prevents misunderstandings, allegations and it will also help with knowing what to do in certain situations, E.g., †¢Following the fire procedure- Where fire exits are, where the assemble points are, taking the register and alerting parents/carers †¢Missing child policy/ procedure- Who to contact †¢Suspecting any child abuse – who to speak to ( child protection officer) knowing how to react when the child tells you something ( do not look shocked, no leading questions, but tell them you’re going to have to tell someone) †¢What to do if you’re going on a school trip- head counts, booster seats, right number of adults to children †¢General security policy/procedures- shutting gates, identification cards, signing in/out, knowing who’s going to pick the child up It is also crucial to make sure the appropriate people are made aware of any allergies or anything deemed important e.g. if a teacher was going to give out cake for someone’s birthday and it had nuts in and they were unaware of a child with a nut allergy this would cause serious difficulties. You should understand that when you are told something in confidence you should keep it confidential as stated in the policies and procedures. â€Å"Everyone is entitled to their privacy† (http://www.reference.com/motif/health/why-is-confidentiality-important) and may not want personal information to be common knowledge. This could for many reasons including that it is embarrassing for the family and for child protection reasons. However in certain circumstances e.g. in relation to child protection and safe guarding issues it may be vital to share information with relevant professionals (child welfare officer, safe guarding officer, social services). For example if a child tells you that they get hit at home or that they get left home alone every night. At my placement, to ensure confidentiality they lock up any files about the children and only shown to people on a need to know basis. We should know how to look after child a without crossing the professional boundaries and  causing harm to a child. On the 14th of august it was reported in the mail online that a practitioner had physically abused some children where she worked at Small Talk Nursery in Birmingham. Therefore you should know your limits and boundaries to keep the children safe and protected All practitioners should know what their job role and responsibilities are, and not try and do something that isn’t within their role. They may not be trained appropriately and this could cause problems if something goes wrong. Each person is accountable for their own actions and we all must take responsibility. Also if you do the job that is in your job description then it will prevent friction with other colleagues as you won’t be seen to be interfering with things. You should be mature and respectful even if you do not necessarily agree with what someone is saying. You have to liaise with parents and have a friendly relationship so they feel they can tell you things. However professional boundaries should be kept so that if you are concerned about something you are more able to deal with this situation appropriately. A child centred approach is important in an early years setting. This is because young children develop at different stages. It is important to find out as much as information about the child as possible, by interacting with them through play and chatting, so you can meet the children’s needs. Once you know the child well, you can starts to plan activities tailored to the child and start to build on their existing skills towards their next stage. Also when using a child centred approach children feel empowered and learn to make decisions for themselves and they also get the best experience out of their child care setting. In order to meet the individual needs of children a child centred approach is necessary. This requires planning, time, effort and patience. The child centred approach is good for children who disconnect unless it is something they are interested in. For example if a child loves playing with trains, it would be used to capture a child’s interest in a subject such as singing instead of singing about cats You would sing songs about trains to engage the child and get his/her full attention. Juvenile Crime Statistics Paper Essay The Federal Bureau of Investigation tracks four offenses murder, forcible rape, robbery, and aggravated assault in its Violent Crime Index. The juvenile arrest rate for each of these offenses has been declining steadily since the mid-1990s. The murder rate fell 70% from its 1993 peak through 2001 (Snyder, 2003). Statistics: Research has shown that crimes committed by juveniles are more likely to be cleared by law enforcement than crimes committed by adults. The clearance data in the Crime in the United States series show that the proportion of violent crimes attributed to juveniles by law enforcement has declined in recent years. The proportion of violent crimes cleared by juvenile arrests grew from about 9% in the late 1980s to 14% in 1994 and then declined to 12% in 2001. (Snyder 2003). Cleared Proportions: The juvenile proportion of cleared forcible rapes peaked in 1995 and then fell, with the 2001 proportion still above the levels of the late 1980s. The juvenile proportion of robbery clearances also peaked in 1995 at 20% and fell substantially by 2001 to 14%, but was still above the levels of the late 1980s at 10%. The juvenile proportion of aggravated assault clearances was at 12% in 2001 and was slightly below its peak of 13% in 1994. This was still substantially above the levels of the late 1980s. The proportion of Property Crime Index offenses cleared by juvenile arrests in 2001 was below all but 2 years in the 1980s and 1990s. (Snyder 2003) Drug Offenses: The text highlights an overall increase in the rate of drug offenses as well as simple assaults amount juveniles. After review of arrest statistics, the finding were that law enforcement agencies made an estimated 202,500 arrests of young people for drug abuse violations in 2001. Of those 202,500 arrests a drug abuse violation is seen to be the most serious. There was a decline in juvenile arrests for murder between 1992 and 2001. During this time period there were a large number of increases as well though. Statistics showed 51% motor vehicle theft and 40 % burglary. There was also a major increase in juvenile arrests for drug abuse violations at a 121%. (Snyder 2003). Simple assault increased between the early 1980s and the late 1990s which was more than 150% between 1983 and 1997. This rate fell 7% between 1997 and 2001. Arrests of Females: Arrests of females for various offenses are increasing more than the arrests of males, and the overall juvenile arrest rate for simple assault in 2001 remained near its all-time high. (Snyder 2003). Of the juvenile arrests reported in 2001 females accounted for 23% of those arrests for aggravated assault and 32% of juvenile arrests for other assaults. Females also appeared to be the leading sex in regards to runaway violations. Females were involved in 59% of all arrests for running away from home. Arrests for curfew and loitering law violations were reported at 31% for female juveniles. Females accounted for 23% of juvenile arrests for aggravated assault and 32% of juvenile arrests for other assaults (i.e., simple assaults and intimidations) in 2001. Females were involved in 59% of all arrests for running away from home and 31% of arrests for curfew and loitering law violations. (Snyder 2003) Violent Arrests of the Races: The text points out that the disparity in violent crime arrest rates for black juveniles and white juveniles declined substantially between 1980 and 2001. In 2001 the juvenile population was comprised of 78% white, 17% black, 4% Asian/Pacific Islander, and 1% American Indian. Violent crime statistics  showed that 55% involved white youth, 43% involved black youth, 1% involved Asian youth, and 1% involved American Indian youth. The results for property crime arrests were 68% white youth, 28% black youth, 2% Asian youth, and 1% American Indian youth. Between 1980 through 2001 black-to-white disparity in juvenile arrest rates for violent crimes show a decrease. The black juvenile Violent Crime Index arrest rate was 6.3 times the white rate in 1980 and in 2001; the rate disparity had declined to 3.6. The reduction in arrest rate were primarily due to the decline in black-to-white arrest disparities for robbery, which was greater than the decline for aggravated assault. Conclusion The outlook for the juvenile crime rate is uncertain as there are many factors which will affect those final numbers. One thing is for certain and that is that the population is projected to grow throughout the county at a rapid pace. The number of juveniles age 11 through 17; the ages of juveniles responsible for 99% of juvenile arrests will increase in the next decade. Indias Media And Entertainment Industry Indian Television has a rich and varied history. From black and white, subdued broadcasts 40 years ago to the colourful, sometimes flamboyant soaps and sitcoms of today, it has grown by leaps and bounds. What used to be considered a luxury most people can live without has now become such an essential part of our lives. The first experiment with television broadcasting in India involved a makeshift studio at Akashvani Bhavan in New Delhi, a low-power transmitter and 21 television sets, most of which were installed in the homes of various bureaucrats and ministers. These sets were gifts from a western European government. From these humble beginnings, television has reached a stage where every household, from a CEOs to an auto-rikshaw drivers, has a colour telelvision. Currently, there are about 160 satellite channels broadcasting in India, earning revenues of more than Rs. 79 bn from advertising alone. If one were to add all the other avenues of earning revenue, such as cable advertising, DTH subscriptions, etc, the industry becomes one worth Rs. 185 bn. This figure is also a very conservative one, proving the massive scope for the television and entertainment industry in India. Satellite television has evolved greatly over the years. From a meagre 16% coverage by area (21% coverage by population) in 1980, it extended to 66% coverage by area (83% coverage by population) in 1995. These statistics are only higher 15 years on. The first breakthrough for television in India came in 1982, when the state allowed colour televisions to be bought and sold, to coincide with the Asian Games, which were hosted in India. Due to the immense load predicted on transmitter capacity, the state also allowed private companies to install the extra transmitters. This allowed the private sector to venture forth into this industry. Secondly, when global satellite TV channels such as CNN and ESPN were allowed to broadcast in the nineties, peoples perceptions about content and coverage were revised. They became aware of the variety of programming available, and as a result, awareness and interest was sparked. Once the floodgates were opened, more and more foreign channels penetrated the Indian market. From two generic channels in the 80s, the 90s paved the way to over 50 of them. This led to a boom in the cable TV provider segment and the rise of MSOs and cable TV cartels. Currently, the world of televisions has seen another revolution : direct-to-home (DTH) and the rise of set-top boxes. Companies such as Tata-Sky, Reliance, Airtel, DD, etc. have come out with digital television experiences that have broken the back of the cable-wallahs. A small, one time deposit of Rs. 5000 is all that is needed to experience the kind of television quality that was longed for in the time of over tapped cables (as cable operators repeatedly tapped the same cable source for multiple connections, the signal got progressively worse). Another wonderful addition to the experience was the fact that the consumer could finally pick and choose which channels he/she wanted to watch, instead of having to leave that to the whims and fancies of the cable operator. TV viewership has boomed since 2005 or so, when the DTH services first set up shop. In terms of type of content viewed, the evolution is even more striking. In the days of Doordarshans two channel hegemony, the only shows watched were the limited content Prasar Bharati beamed. Entertainment programmes were few and far between. And when the solitary few soaps like Hum Log (1984), and mythological dramas: Ramayan (1987-88) and Mahabharat (1988-89) were televised, millions of viewers stayed glued to their sets. However, as happens in most cases, viewership declined with time. The need for further variety in content was deeply felt. As mentioned earlier, the opening up of foreign content in the nineties paved the way for a HUGE variety of programming. Not only was it possible to watch news that was relevant to the rest of the world, it also became possible for any viewer to watch entertainment shows that were staple in other countries. Sport also grew out of the hegemony of cricket, and football, athletics, racing, etc. gained viewership. The Indian consumer had finally come of age. Preferred Content : Presently, Indian viewership is extremely fragmented and unpredictable. A formula that works today could be absolutely worthless tomorrow. This unpredictability is every content generators nightmare. There are no past trends that can be trusted. As such, the content variety has shot up immensely. Indian viewers still love their soaps. The same stories that they grew up watching, those of families broken and reunited, love killing and giving life, crime paying and then collecting, are still a winning formula. What needs to change are the faces, and the way those messages are delivered. While old soaps such as Sansaar or Shanti would show these stories calmly and with far fewer effects, current day soaps are rife with glitter, pizzazz, sound effects and emotions. Everything in todays soaps happens at the speed of light. The stories have caught up with the times and reflect the pace of life as it stands today. A new fad in the industry is the Reality show. These are shows that involve real people, not actors, who perform for the entertainment of millions. From talent competitions to dare-devilry, the permutations for these shows are endless, and most have been explored by now. An import from the west, reality television has achieved new highs in India. Not only has this form of programming broken all records for viewership, clever marketing and commercial tie-ups have also brought in a very large amount of money in the form of mobile services revenue. Telecom operators frequently tie up with the producers of the show to provide value added services. The audience, on whose participation this entire genre depends, will vote and decide the fate of the candidates on the show by dialling/sending a text message. This call/text is charged at a premium, thus making both the producers of the show and the telecom operator a hefty sum of money. Sports have not been left untouched, either. Cricket still remains the fan favourite, but the influx of channels such as ESPN and Star Sports has opened the Indian viewers eyes to more exotic fare. Now, football viewership is on the rise. Clubs such as Manchester United, AC Milan and Chelsea have started making their presence felt, not only in the living rooms of the urban youth, but also in the football academies in tier 2 cities. Formula One racing is also racing up the popularity charts, with people now being able to differentiate between a diffuser and a spoiler. The inaugural Indian Grand Prix, to be held in 2011, is testament to the growing popularity of this sport. Other examples, such as tennis, athletics, etc. are also to be made.
